[Gameplay] Yorick's ult not affected by CDR

Yorick's ult cooldown timer doesn't get affected by CDR even though it says it's lowered if you mouse over it. If you want to replicate it get 40% CDR on Yorick and it won't change from the base cooldown. I believe that leveling it up also has no affect on the CD timer
