I can Cast Tippers only 1 time in Intro

Well, i did a intro game with annie and when i wanted to cast tibbers for the second time nothing happend. also the spell say no mana and doesnt go on cd. Is this just a anni9e nerve in intro or a bug. do something riot :c [sg-lux-2] [slayer-jinx-unamused]
