[GAMEPLAY] Lucian's Skills Cause Significant Drop in Frame Rate (Latency)

Others and I have had a serious lagging issue whenever Lucian uses his skills in game. My friend's have pointed out that it particularly happens when his Passive ability is used, so essentially after any of his abilities. This is happening 100% of the time when Lucian uses his skills for whomever it does affect in the first place. (Confirmed for Poro King and Normals in the Rift and in Customs, essentially any gamemode)

To reproduce, simply play against a Lucian who procs his passive.

Even playing as Lucian does it. When you press Q and the target tries to re-position, it causes frame skip and sometimes a temporary freeze. His passive also causes a massive drop in fps.

The Lightslinger passive does this to me. I go from a playable 19 FPS to an unplayable 5-9 FPS while Lightslinger is playing out, increasing in severity the more it triggers in succession. This is on minimum settings. Some inputs don't register because of the choppiness.

So I am never playing Lucian again.
