Diana's ult gets refreshed cooldown when stopped mid flight/Assassins having too little counterplay

As stated in the title above why does she get a reset if I stopped her from dashing to me ? what counterplay is left, with this in the game there is no counter play to Diana's already broken and anti fun kit, I'd also like to mention to start a rework on her, in the right hands she's broken and has no counterplay, I don't understand why this is in the game how a 0/5 Fizz can one shot a fed laner or a 0/5 Diana can 1v1 her laner frickin give counter play if an assasin losses early game I want that game to be over not to have to play like he's 10/0 while I've played the lanning phase as best as I can to stop him from snowballing frkcin broken champ give me counter play to assasins create scaling based on stats or something or stacks in game which they require to do dmg if they int lanning phase and than one shot me than I don't know what counter play assasins have.
