Frost Queens Claim and Fiddlesticks

When playing fiddle sticks, I use my Dark Wind (E) and it cause Frost queens items to go on cool down even when i do not kill a minion. This is repeatable every time and with every frost queens item. Can you please help me figure out either what i am missing that puts it on cool down, or if this is a bug.
