My friend gifted me firecracker jinx 7/12/2016 i had it for a good 3 weeks and now i don't have it.

Submit a support ticket asking about it. That's guaranteed to get a response, where the forums are very unlikely to get a response.

I've heard of this happening when the gifter has a credit card issue (denied payment, etc) or when the gifter used an invalid way to get RP. I'd check with the friend that gifted it to you first.

Every once in a while you'll see websites claiming "Do this and get free RP!". Most of them are scams to get your username/password, but a few have work temporarily, giving the user RP without Riot getting paid for it. Riot tracks them down and undoes the RP transaction. If they bought content with this RP, then the content is taken away.

This usually occurs If a player purchases RP and gifts content with it, and subsequently issues a chargeback for the money spent on that RP, we will remove that content.

If you believe that content you have purchased/received on your account has gone missing and is not due to a chargeback, make sure to submit a ticket! We can look into your account and investigate further!
