Can't do ANYTHING [gameplay]

I load in to a game everything was perfectly fine before had but when i get in to the game i can do literally nothing, i wasn't able to move, see the scoreboard i wasn't even able to lock/unlock the camera from my champion let alone apologize to my team in chat (this was a ranked game) and explain what was happening. I wasn't even able to close LoL from the task bar, i had to open the task manager to close it there. Not only does this effect me but every player in the game it happened to, and the other games this has happened in.

Edit: My team was awesome enough to win the game so this didnt hurt them, but it is still extremely bad and can runi games.
