In-game bug

I am experiencing some kind of a bug. My ms is low and my fps is high but I am lagging. I tried to spectate a game and all the champions were frozen, like they are all disconnected. My internet speed is high, so I know it is not from that but when I create custom games it says "Retrieving data from server". I can still go in queue for ranked and normal games though. Please help!
