[Gameplay] Jayce R movespeed bug

Jayce's passive seems to only be giving him 35 movespeed when he presses R instead of the intended 40, as the passive says. It only happened in a few of my games so I don't know if it's an interaction with a specific item that does it. That 5 extra movespeed could save a life. Jayce's life probably, nobody else's.
