You have declined too many games in a row and are temporarily unable to join queues

After receiving update 9.19 in recent days, the message keeps popping up "you have declined too many games in a row and are temporarily unable to join queues...". I'd like to point out that I press the start button, but the timer doesn't appear and there's no button at all to accept the game either. Instead, the search button becomes inactive game, and above it write that the player is not ready. I know that this error appeared on the PBE client, but there it disappeared and migrated to the main client? Also, over the last 20 games, I haven't declined or left the lobby - nothing like that. Tried to reinstall the client and check for errors - does not help. After that there is no desire to run the game at all.

UPD: The update came with patch 9.20 and a new launcher. However, the problem in finding (the inability to do so) remained the same. I have several accounts, on some I not played already more 3 months and the problem with search for game and emergence messages all same. WHO NEEDS TO SEND SCREENSHOTS, READY TO DEMONSTRATE. Incidentally the problem with attempt to play in any mods I have arises and on transition on server NA, where, too, there is the only account 21 level - the situation is the same. I think the developers themselves tell me to leave this game and do not come anymore.[sg-shisa]
