Blitzcrank Hook Hitbox Bugged...?

Basically I was in a ranked game, and I felt like the blitz hooks were not even close to hitting me, so I used shadow play and it turns out they weren't. You can see in both clips Blitz's hook 'jumps' over to where I am from the direction it was originally travelling. So far people have been telling me it is latency with the Blitz' in which case my question is, how am I expected to play well and dodge hooks if they're going to hit me when I am not actually suppose to be hit.
