[CLIENT] Champion Select Timer

My client lagged for a bit after accepting a game, and was kicked out of queue for not selecting a champion with about 25 seconds left on the clock on my screen. It seemed that the timer starts counting down as soon as players enter champion selection instead of when it actually starts.
