Gameplay Bug: Game Slowing Down

I have just recently played a game as Riven with the new skin and every so often, the entire game would appear to become slow motion for a few seconds. I checked my ping and frames when these instances occurred and they both remained at 120 FPS and 27-30 ms. I am not sure if this is a problem with the skin as I played games earlier today with no problems.
