BlackFrost Anivia Skill (Q,E)

I was playing an ARAM when the skin unlock was activated from the 100RP buy in which gives the whole team a skin, I had Anivia and selected blackfrost (as it was the one that was unlocked for me). I noticed that when I was tossing out a Q that even when the enemy was in the circle they wouldn't get affected in some case. The skin makes Anivia feel generally faster and perhaps the Q on this skin may not represent the true area of the Q. With the E it has a habit of almost breaking some of the characters, if you activate it underneath them, for example I used it underneath and Alistair during the match, as a result he started skidding all over the place like he had been feared but this occurred for about 2 seconds (he died so I had no idea if this was going to be going on for longer or not). This has always been a problem with Anivia ever since they gave the stun a visual of "Things in this circle get stunned." You wait till they look like they're in the circle, activate the ability again and it turns out that, no, they weren't in the circle at all. This is especially noticeable when playing on blue side since the janky side of the circle is facing away from you. I'd say only use your Q if the enemy laner is melee and going for a last hit, if you're in melee range because it's a guaranteed double damage and stun, or if you're being chased, if you aren't in one of those 3 situations then don't use it, it's a waste of mana.

the circle shows the stun radius if you detonate the Q, not the actual hitbox of the projectile for the first damage and slow part, in case that is what you are referring to
