[Gameplay] Nocturne passive

Why doesnt the Nocturne passive active the talisman passive (jungle item)? Every other damaging passive activates this, but so far nocturne is the only one who doesnt (as I am aware). Even Katas daggers activate this, but this one specific passive doesnt.

The passive deals damge to enemies around nocturne, so given the discription of the talisman item, this really should proc it. Except it doesnt. This makes clears less healthy, and nocturne a less good jungler.
