[Client] Major Patching Issue

[Bear with me, this is a long path to utter confusion. My first time posting, will answer direct questions about my specs]

Got a doosey on my hands with this one. I started to patch League last night (08/29/15). The patcher hit 33% and stalled scanning files (I believe I read someone else having this issue too). After seeing the stall occur, I'd simply exit out hoping to restart the patch. This did not work as the patch would just start scanning files from zero at 33%.

After deciding the problem was bigger, I decided to repair my client. Unfortunately, even this solution yielded no results. The patcher would think for a bit then stall and close itself. This happened several times before I decided to uninstall and reinstall.

Here is the biggest problem I'm having now: The installer will not install league. I opened the installer and ran through the wizard just fine. When I try to open the "lol.launcher.admin" file to begin the major patch from scratch, The file opens that "league of legends" logo with the yellow bar on the bottom, flashes this logo, then closes having done nothing.

I'm quite confused, and I haven't a clue what to do now. I'm running Windows 8.1.
