Masteries and Rune pages not switching

Has been happening for the last few games, made a rune page and during champ select it refused to show up. Now, runes and masteries aren't being accepted after changes are being made for me and those playing with me. Resets of clients have been done and we've waiting for some time. Yet nothing has changed.
