Despite having watched multiple VOD's on watch.lolesports.com, it is not registering my views under the mission. I am logged in on the site and my handle appears in the upper right corner. Any assistance would be appreciated.

If you reach out to Riot Player Support they can tell you whether it's tracking your progress at all. They could also see if it is tracking your progress but it didn't register that you watched enough of the VOD for it to count.
What I'd do though is opt out of rewards and opt back in, disable ad block on the Watch site, try to watch another VOD, and see if the mission updates on the Rewards tab.
