Friend not able to gift me Rakan & Xayah with IP

He is trying to gift me the two new champions with IP, and it is giving him the error message. An Error has occured : Your friends gifting pool is not large enough to recieve a mystery gift. Please help.

That's odd. Looks like other people have the same issue.
