I currently have 5194 IP and I am unable to purchase a champ that costs 4800 IP due to the *Not enough RP/IP message.

Log out and back in? Did you buy something recently? Sometimes it glitches and doesn't show the deduction right away

This is currently a bug on the Beta Client which is being looked into. Please utilize the Legacy Client to make your purchases.
