champion slect problems

every time i play rank or normal my champion select is having a problem and lagging so hard in worst case i lose 3lp then 20, in addition i need to wait 30 mins to play. is this my problem or riots problem because if its me my pc is new and i dont have a problem n other games my memory is high and still it crash in the middle of the champion slecet
