[GAMEPLAY] Kog'Maw receives a reduced bounty for first brick if his passive was triggered

If Kog'Maw's is slain and he is next to the first tower that is destroyed before his passive explodes, he receives a reduced bounty.
To reproduce:
- Have Kog'Maw die next to a low health tower, before any other towers have been destroyed.
- Destroy the tower before Kog'Maw explodes.
The linked video is an example of this occurring in a ranked game. Kog'Maw recieves 175g as the tower is destroyed, which is the standard local gold bounty for a tower destroyed by two champions. Pyke recieves the full 300g first brick bounty, despite the local gold otherwise being split between them.
