Weird champion movement.

I just finished playing a game and the movement was very different after this new patch... I was on a 69 ping with 200 fps and it was slow, my abilities wouldnt go off, some autos would do no damage, the markers on my skill shot abilities wouldnt go all the way, and 90% the marker would just expand a bit and the ability will just go out by itself. For example with Fizz the ult will just go a short way and release the shark on it own. Over all just the movement and the abilities seem to be on delay despite having the best ping in california and amazing fps. Anybody else experiencing these situations after this new patch.?
