Warwicks R has a delay

So the game I just played had a one hard second and some times more longer when using his R, it was beyond annoying make it hard to hit it as between the movement of the target and my fleet footed ww id fly off way out of target. So did you guys For some insane reason add a second delay cast time? or this some sort of annoying bug.

I had other games played today with no problems so it cant be a lag or some such, more over the game didn't glitch out when lag is about.
