About Talon's E Bug

Recently I felt like Talon's E seems has a lot of bug in last and this patches, it just can't jump over the wall for some reason. For example, this video is LPL summer OMG vs NB game 1. At 31:46, NB Corn's Talon tried to jump over the wall but failed and I get in those situations quite often recently. So I just want to ask if anybody feel the same way or if it's not a bug, could riot just make Talon's E has some kinda things like 'expected jump spot'. I hope we can figure out this thing together.
