Visual Bug with Teemo's Move Quick

I don't know why, but Teemo's move quick isn't working properly. What happens is when you learn the skill, the passive on Move Quick is there for mabye 3 seconds, then disappears. It will reappear only when you activate Move Quick, and the darker blue effect happens, then reverts to the ligjhter blue, then disappears. Now, this doesn't effect stats, only a visual effect.
