7.3 Game freezes on LoL logo just before going into loading screen

Recently my LoL games started doing weird stuff. Everything seemed normal. Went into queue, picked my champ, champ select counting down, but then when going into loading screen my game freezes just before going into the loading screen. I can't reconnect either. Also when I go into queue I weirdly enough can't load websites. Because of this problem I already dropped down a division and got a priority queue of 20 min. I'm afraid that if I try to play a game I'll get banned for doing nothing.

Hope someone can give me an explanation or a solution
