Stacking Fervor with abilities that apply on-hit effects.

I'm not sure if this is intended or not, but I tested this in a custom because I was always curious, yet never payed attention in my games. With fervor of battle you generate 1 stack per auto (ranged) and 2 stacks per damaging ability on champions (2 second cooldown). What I noticed is that with Ezreal's Q, you only generate 1 stack every time you hit an enemy with it. But I also figured out that the Fervor damage also applied to the Qs. So I figure that this interaction applies with every ability that applies on-hit effects. Is this intended or is it a bug? If it was intended, I'm really curious as to why the Q only generates 1 stack. As it does apply the damage, it is still an ability, not an auto attack. Is it for balance (understandable)? Interpretation (something like "on-hit abilities count as basic attacks?" Which I wouldn't understand because it's an ability)? Not the biggest issue, but this question can be applied to many micro aspects to the game so I'd like to know. Also this like my first bug report so can someone tell me if I'm supposed to wait for a Rioter to respond? Thanks!
