Ingame, unable to clickshop/move/anything etc.

So I unknowingly clicked Shift+~ and was then unable to do anything in game. disconnecting the game and reloading did not fix anything and this carried over to the next game. I knew when I was ingame I was trying to type "no one cares" when this bug occurred, so I tried typing this again and found that holding shift+~ causes this.

I'm considering this a bug and I'm sure if this happened to other people some of them wouldn't have been able to figure it out. I'm posting it here incase it'll help them maybe. What's this function even for?

I had an enemy who ran into the same issue. Felt sorry. But won any ways. Her team mates kept bashing on her about it when she had to restart her computer just to get it to work. This is how messed up Riot has their game, right now. Even I have come under this tragedy more than once as of last month before a long break doing other things. I had to report her team mates for harassing her for it in results chat.

I tried this but wasn't able to recreate it o.O. I don't think that function specifically does anything for League, but it potentially does something for other programs you might have running.

Do you use discord? If so, try turning off your overlays. If you don't use discord, or disabling the overlays doesn't work, try running League of Legends in administrator mode. You can do this by closing the game, right-clicking on it's icon, and selecting the "Run as Administrator" option.

You should also be careful about using any other additional apps or modifications, as they can be prone to causing issues, and they're not something Riot supports. You can read more about Riot's stance regarding this here: Third Party Applications.
