[GAMEPLAY] Mouse Cursor stuck as blue reticle, unable to click on map to move camera

I have been experiencing a problem where at times my mouse will become stuck as a blue diamond reticle and I am unable to click on my mini map to look at that portion of the map. I am unsure what brings the bug on but it has been happening a lot recently and this is INCREDIBLY frustrating when trying to check what is going on in other lanes. Eventually I will get the finger cursor back (again, not knowing exactly how) and things will work once again.
