Xin Xhao Abilities not working unreliably or not at all [GAMEPLAY]

A friend of mine discovered a bug during a ranked game which made it so none of his ability key-binds worked. It was strange because he could type in chat and use CTRL + ability to level up his abilities. He tried rebinding his keys, setting his settings to default, re-logging and restarting client, but nothing worked. We then tried playing a custom game to see if his game was broken. He played different champions but the problem only occurred on Xin Xhao. Reporting because friend too lazy.
