I can't get unchained alistar everytime i try it says "Please Try Again Later"

Take a screen shot and submit a ticket to Riot explaining the issue, typically they'll hand it off to you pretty quickly.

I had a similar issue with Riot Girl Tristana, and they messaged me back ,and activated the skin on my account within an hour.
