Well, it is pretty simple, his ult just doesn't deal 400% damage to minions like it says it should.
The bug happens in every game, does not seem to be item related either.

I can agree to this, I tried picking up an AP Lucian (Since I want to add him to my mid roster) and I was at 3k damage normal for the Culling, I go to mid lane, I should've obliterated the wave and rolled in gold. I did...but it took every shot. I should've had some to spare. The wave was only 7 minions deep.
I wouldn't be surprised if this is actually a tooltip bug instead of a damage bug, since they seemed to dislike him having free wave clear all the time (that was when they nerfed the CD by a lot) and may have actually nerfed it without putting it in the patch notes somewhere.
Dear lord Riot this has almost 60 upvotes in REPORT A BUG, and Lucian is a free champ right now. Pls fix this or at least say that you acknowledge this bug

Yeah thats true, I've recently started playing Lucian and saw the damage was 400% to minions so i was like yeah! So i tried to clear a wave and it didnt do it very fast at all
I couldn't even kill a single minion with it. :'(

Can confirm this as well. Played a game the other day and my ult was struggling to clear minion waves.
Honestly it was looking so weak vs. minions I almost wondered if it was doing less damage to minions than champs.
It seems that on his champion info page the ability in the video demonstration doesn't have the 400% damage increase to minions as well.. Maybe it is a intented nerf? QQ

People are saying that Riot may have done this to nerf his wave clear. But if this is the way there doing it then it is just not right. The fact that 1 minion can block all of Lucian's ult just makes in not good.

Yes, I made a post about this too, hope it gets's fixed soon cause it's incredibly more difficult to use your ult now and makes me not want to play him.
I really hope this is an unintended BUG, if it is, it'd be nice for us players if you acknowledged it even if you can't correct it yet.
