The bug that lasted 5 patches and 2 different PCs(Champion select freeze)

Even though I'm just a Gold IV player on the EUNE server, I've had this bug ever since I was silver some patches ago and it's just tilting and annoying. It made me lose more than 100 LP in total(because of riot's champion select dodge LP penalty) and also wait a ton of time. The only ..fix" I found for it is stopping League's task in task manager(as you can see in the gif) but a lot of times that is too slow and still leads me to dodge.

As you can see, the game didn't show me Summoner 1 locking in(stuck on 0 secs). My friend who doesn't experience the bug saw him locking in and told me so I began my ,,fix". This led me to dodge because I wasn't quick enough.
