[Gameplay] Gangplank Powder Kegs can be attacked by allies after they leave and re-joins the match

With a Gangplank in your team, if you close the game and re-join the match you'll be able to attck (but not deal damage) to GP's Powder Kegs with autoatacks, but not using abilities. Even Powder Kegs placed after reconnecting can be attacked. This bug could be problematic when trying to last hit minions, attacking the enemy champ, etc.

Steps to recreate the bug:

1. Join a match with a Ganplank on your team.
2. Place a keg and check that you cannot attack them (You also won't be able to see their HP).
3. Press menu and exit the game.
4. Reconnect to the match.
5. Now you will be able to attack the powder keg and see its HP.

· We tested this and it does happend 100% of the times we tried, using different maps, gamemodes and champions.
