Can't buy RP. Process takes more than 30 mins

"Please do not close the window while payment is processing. In rare cases it can take up to 30 minutes for accounts to be credited"

I've had my client trying to process my payment for a couple of weeks. I've tried different cards and different ammounts of RP to purchase. It states that in rare cases it can take up to 30 minutes. However, I've left my computer running as I went to school for 2 hours and still nothing has changed.

Before this month, I've never had any issues, and the process never took longer than 5-15 secs.
