Pre patching launcher making very odd noises.

This has never happened before, LoL was normal and no issues except i was playing on EUW. Loading the client today presented me with a patch and some very odd noises, the noises were definitely from the patch client. I will enclose a video link for view. can someone please elaborate what is happening and save my ears from this madness.
