[Gameplay] - On-Hit Spells Do Not Proc New Phantom Dancer Effect

Champions with on-hit spells aren't able to proc Phantom Dancer's effect.

Steps to Reproduce: 1. Pick a champion with on-spell (Gangplank, Yasuo). 2. Buy Phantom Dancer. 3. Use on-hit spell on champion/Dummy.

Expected Result : Phantom Dancer effects are applied. Observed Results: Effects are not applied and are applied only from auto attacking.

Note - Other items like Sheen and Shiv can still be proc'd from on-hit spells.
