Caster minions not agroing champions lvl 1

My understand of the game was that minions change their target to an enemy champion if they attack a friendly champion in range, this clip is of a lvl 1 trade in which caster minions completely ignore the enemy champion instead of attacking them. IF there is some rule against this happening level 1 i have never heard of it.
