Consistent Champion Select Screen Bug

Has been happening to me all day. There seems to be some lag or latency in the champion select screen. i keep getting the "an unexpected error has occured" window popping up then it says i failed to select a champion while the timer still has time, or i select my champion and it doesnt lock til timer runs out. I dont understand i get no lag in game, i'm not sharing internet, nor is my computer preforming any other tasks. I have also been having a consistent login problem. it seems like i have to log in twice every time i boot up the game. the first time i try it fails and gives me one of 3 connection failure error messages. the second time it always logs right in. the login problem has been going on for weeks i hope the champ select thing doesnt keep happening i'm getting dropped from a lot of ques.
