Sett's W is medium range at best, and the shield can be up to half his health bar, not the whole thing. The bar is literally equal to half his max health.
Sett cannot just one-shot a squishy, that's the opposite of what his kit does. He kills tanks.
He is very close to being THE most balanced champion in the entire game right now. As in not too strong and not too weak, does what he's intended to and nothing more nothing less
