Huge inconsistency with Hecarim R+E combo and Poppy's W

I've been playing a lot of Poppy lately and was curious about how she interacted with Hecarim due to his E being a sort of charge/dash at a target and was curious if her W would stop it. Some observations:

  1. Her W does stop his E charge and knocks him up in place but the charge still does damage and knocks back the target (which is totally fine).
  2. Her W does not stop his ult despite it being what appears to be a kind of dash (which is also fine).

The Bug: A common combo that good Hecarim players will do is E and then R while their E is still active, allowing them to do a full damage auto attack with the E bonus and knockback right after ulting.

However, I tested this with a friend to see if Poppy could do anything about his R and if he does this combo, not only does he just pass through her W with his R, but his E charge is completely unaffected by Poppy's W after ulting.

My guess would be the R has a glitched interaction with Poppy's W, which is causing him to count as "already affected" by it (even though he wasn't) and thus, the E charge is no longer being stopped.

Poppy w triggers on the ult, dealing the damage but not knocking up/stopping the dash because he is unstoppable.

Working as intended, I'm afraid.
