Rek'Sai CDR problem[Gameplay]

In summoner's Rift, when playing Rek'Sai I have noticed that if you build cool down reduction it has NO effect on her E tunnel. I'm not sure if this is a bug or an intended effect(i hope it's not intended). This bug will happen 100% of the time.

I can confirm this. It's really annoying and I hope its not supposed to be like that.
