Unable to purchase Raptor Cloak

Whenever I attempt to purchase Raptor Cloak (to help complete Talisman of Ascension), it remains greyed/dulled out... even when I have the appropriate amount of gold. It's happened twice now, that I've noticed because most times I can simply outright buy Talisman, and it's rather frustrating.

also on one of Galio's spells, Bulwark I think, it's misspelled in the spell description- the word "bulwark".
