ACCOUNT BLOCKED

Hi, recently I've been playing LoL on my PC, and 1 week ago I bought € 5 in RP. I accidentally canceled the payment, so my account has been blocked. But when I go to this link: https://web.rgi.rfs.pay.riotgames.com/ I do not think I owe any balance. Please I would like to receive help, if I got paid to pay my € 5 in RP I would do it right now, but I get that I owe 0. My account is full llenocailagorda.
