Ionian boots + distortion boots enhancement bug

Ionian boots do not reduce summoner spells' cooldown right away. Instead, you need to cast one of them to get them reduced. Distortion enhancement does not properly apply. Sometimes, it reduces summoner spells cooldown down to 197 seconds and it goes up to 217 second. When you replace the enhancement later with homeguard, it completely disregards Ionian's 10% reduction, leaving at 255 seconds (that is after 15% reduction from masteries.)
