Bug? Item sets not showing up in game

I created two item sets, allocated to any map any champ and neither are showing up in game, there is no down arrow on the recommended tab to drop down menu it or anything, I have tried clicking on it any way... Also tried restarting client, pc, etc. Also tried allocating to specific maps and champs... Anyone know i this is currently a bug? cant find anything on google search about it..
