Neeko W passive doesnt stack or proc on turrets

So I read the patch notes a few times after the update and for some reason Neeko''s basic attack wont stack or proc on turrets. if this was removed it was stated and I find it stupid becuase you have Zoe who has a free lich bane as a passive sooooo it seems stupid to me to remove it from procing on turrets. But you also do 50 points more to turrets then just basic auto attacks.
