Leavebuster gave my friend a 5 minute wait to queue because his computer crashed.

My friend(pqfire) had his league crash at the beggining of a ranked game, he fixed the problem, came back and finished the game. we tried to queue up again and had a 5 minute wait. why did he get penalized for dcing but coming back to the game?
