Unable to connect to the server... in latin american countries

Recently, I have this error whenever I try to enter a game "Unable to connect to the server. Please check your internet connection and attempt to reconnect to your game", I tried everything, Reinstalling, repatching, checking internet settings, but it doesnt fix, im from Costa Rica, and I like to play on NA servers, but my brother plays on LAN the latin american server, and has no problem entering games, and also I saw another one from Honduras having the same problem, could it be that latin american countries can connect to NA servers?
